Preacher Karl appears to be a homage to Judge Dredd. Karl is set up to be a tank with starting 6 AP.
Generally, I don't prefer the 6 AP starting skill just because I like to avoid damage all together and if characters start taking damage, things are generally not going according to plan. That being said, 6 armor can definitely save an otherwise end-of-game event caused by an unexpected abomination rush. Aside from that, Karl has a lot of ranged-oriented skills including the ability to charge into combat and not be a danger to his friends thanks to the Point Blank option at Red.
